I have an issue with cdrecord though and I can't figure it out. I use Webmin, which basically just creates an iso and then uses cdrecord to burn it and it worked fine with previously installed CentOS 4 (I wiped and reinstalled about 8 months ago).
This is the command that Webmin tries to execute...
cdrecord -v dev=0,0,0 speed=4 -isosize \ '/home/Linux/CentOS-4/CentOS-4.2-i386-bin4of4.iso'
The result of cdrecord -scanbus at bottom of email. Log of error just below.

the only time i have had troubles like that is when the ide-cd would load before the ide-scsi. check to see if both ide-scsi and ide-cd are loaded....but not sure if this is your problem.. can not remember if i was able to see the drive when this happened to me.

Hmm? I'm not sure why Webmin or anyone would want to use the SCSI id any more, since dev=/dev/hd? gets the job done. It works just fine on RHEL4-U3 at work, so CentOS 4.3 should be the same.
Maybe I'm missing something here?

---- I started with google and knew that I didn't want to try passing kernel parameters like hdc=ide-scsi and couldn't find it but wasn't sure where to go with it.
Turns out... dev=ATAPI:0,0,0
was the answer. Added it to both /etc/webmin/burner/config and to /etc/cdrecord.conf to be safe but from cli, I only needed to pass the dev as above, once addded to /etc/cdrecord.conf, I didn't need to bother and in webmin's config, it works fine.

This might relate to that. The IDE DVD burner in my machine (identified as 1,0,0 in -scanbus) doesn't work as dev=1,0,0, but *does* work as dev=ATA:1,0,0

I recently had a simular issue, and could get farther when specifing the transport (i.e. ATA, ATAPI), but it still would not work for me. Someone tried just specifying the device file, instead of the scsi ID and that worked perfectly. I don't know what changed in cdrecord between RHEL 3 and RHEL 4, but just using the device file seems to be the path that works (i.e. dev=/dev/scd0).

In any case, I noticed someone recomending ide-scsi. I would like to point out that is NOT recommended on kernel 2.6, even tho it is ok for 2.4.
