I just installed 6.5 and am trying to bring up DHCP.
service dhcpd start fails with "Can't chown new lease file: Operation not permitted" in /var/log/messages
I have scoured the Internet, see that others have had the problem, but do not see a solution.
I also searched the last 12 months of the mail list to no avail.
Can someone please point me to a solution to this problem?
I am new to CentOS coming from Debian and apologize if I have missed something.

Check the permissions in /var/lib/dhcp directory.
also check the selinux logs... or temporarily set selinux to 'permissive' and see if it works, if it does, then something is fubar in the selinux rules.

Or simply run
restorecon -R -v /var
TO make sure everything is labeled correctly.
