There are a couple of bugs in Bugzilla about this. One that I posted (#622) describes the problem and Russ's response gives the solution.
Searching for GPG in Bugzilla finds the bugs, including the one with the solution.

There is one bug in yum + gpg handling for the CZ localization that I know about and probably have a fix for.
I think it's a bug in the 500s in the caos bugzilla -sv
