rpm --import http://centos.cs.ucr.edu/centos/centos/3.4/os/i386/RPM-GPG-KEY-CentOS-3

Also, there is a copy of that file on the first installation CD. Just pop CD into the machine, mount it, and do:
# rpm --import /mnt/cdrom/RPM-GPG-KEY-CentOS-3
There's also couple of other GPG keys on CD. Don't know if they are used for package signing...
