What does the CentOSPlus kernel have that the standard kernel does not? It is just additional drivers and modules? Or are there additional differences?

It has a number of kernel drivers enabled and also has some bug fixes. Because the distro kernel must remain 100% binary compatible, this can only be done in the CentOSPlus kernel.
For example, the current CentOS-5 plus kernel has the following:
All Network Adapters, all Video4Linux adapers, all Radio devices, JFS, ReiserFS, fuse, NCP (Novell partitions) and LDM (Windows Dynamic Partitions) BusLogic support
The bug fixes from http://bugs.centos.org include:
3156 reiserfs patch 3165 sata_sil24 patch 3369 cifs patch 3544 Intel wifi LED support 3733 vx800 patch
