I get the following failed dependencies when I try install the vlc rpm for el4 anyone with ideas let me know how to go around this problem

This looks like and rpmforge-packaged RPM; you need to configure yum to point at the rpmforge repository, and then run "yum install vlc".
Instructions are here:
You may have to browse the repository to find the appropriate rpmforge-release package, since the one linked to from http:// rpmforge.net/user/packages/rpmforge-release/ for RHEL 4 is out of date; the package you want is here:

I actually tried this on a fully patched 4.4 box and it installs just fine. But it segfaults when you run the binary.

Please use the RPMforge mailinglist to discuss RPMforge packages.
In this case I think you should report it upstream. Anyhow, this list is not the place to address issues like this.

Why are you trying to do this by hand and not with yum? 'yum install vlc' works quite well here.
