I was looking for centos 5.4 package rsyslog version 5.x or 4.x as rpm. Any repo exist with this package?

In 5.5, rsyslog will be rebased to 3.x. If you really need a 4.x version, the IUS community repository has it packaged.

Yes. There are a number of additional repositories that can be used to add or update packages on your system. There's a list of known ones on the centos wiki.
