New Delhi is not Timbuktu. No one should be arranging something for you if you cannot do it by yourself. Why not download it?
The best option to get CentOS is to download the iso images and burn them as we did. If you have broadband connection, you should not have any problem. Moreover, having Linux is a continuous process, you must update regularly and this can only be done by either yum or downloading the updates yourself.

Speak to the guys at iLud-Delhi, they should have access to these cd images.
