yes there is.
Upstream has released some security and bugfix updates so far...
yes, and they seem to have - yet again - changed some major packages in the buildroots for EL5. I now need to figure out ( and am doing ) what and how that changes things for us here.

nope - updates will only start flowing once the issues are resolved - given the way things are looking right now, I'd expect that to be sometime tomorrow evening.

Upstream didn't do this to spite us, and others building off of the Upstream sources, did they?

As the updates include glibc and kernel, it it correct that the best practice for updating would be as follows?
yum clean all yum update glibc* yum update shutdown -r now

Someone please correct me if I am wrong, but that should be for version updates. So far, I have had no problems doing the updates available, including glibc. But, I still see a number of them are missing; the NTP DOS most notably, so I hope there's just a momentary glitch before the floodgates open again.

A minor version bump is just a large set of updates, and many people did the 5.3->5.4 with just "yum update" without issues. Others got bitten.
