Probably the fact that both of those repos are available for x86_64 only.

Thanks. At least I won't waste any more time trying to figure that out. Instead, the VM is currently building GCC 5.4 from source. I'll probably have to do the same for ICEWM window manager.

I don't believe epel or scl supports any altarch releases at present.
