Not by default, no. There are several gui tools on sourceforge, but none are included in the default OS.
Not that I use it, but they nixed the system-config one? Just more curios...

I will second Webmin.
I am fairly knowledgeable on BIND, but still use Webmin instead of editing my zone files directly.
I will say, that I have finally switched to having Views manually, and am now looking at how Webmin handles them. It does not seem to allow for different include files per view.

system-config-bind is available for CentOS 5 (not for CentOS 4.4)
I do remember redhat used to have a bind configuration tool back in 6.2 days.
