Did you hand modify /etc/issue and/or /etc/issue.net? Are there files named /etc/issue.rpmnew and/or /etc/issue.net.rpmnew? If so, then you need to either rename /etc/issue*.rpmnew to /etc/issue* OR re-edit /etc/issue* to match /etc/issue*.rpmnew.
Also what does 'rpm -qi centos-release' display?
