Strange. No-one touched the C6 servers since my posting.
Now all give
Package 10:centos-release-scl-7-3.el6.centos.noarch already installed and latest version
Baffled but happy the problem is resolved. Motto - if it doesn't work, have a cup of tea then try again :-)
