Hi, your mirror seems to be an odd mixture of main architecture and altarch architecture content. For example, http://mirror.yer.az/CentOS/7.6.1810/os/ has all but x86_64 directories.
If you wish to mirror altarch as well (that would be a good idea) I would suggest a "cp -al CentOS CentOS-AltArch" as a first step.
Then you can rsync to "CentOS" from a nearby CentOS mirror, such as rsync://mirrors.powernet.com.ru/pub/centos/ and to "CentOS-AltArch" from a nearby mirror that provides AltArch bits, such as rsync://mirrors.powernet.com.ru/pub/centos-altarch/
You would then end up having http://mirror.yer.az/CentOS/ which contains the main architecture files, and http://mirror.yer.az/CentOS-AltArch/ which contains the altarch files.
Please remember to use the --delete flag to delete the files that do not exist in the other branch.

Thanks, looks good now, although it looks like you ended up not mirroring AltArch content. I have now added your mirror to the list, and you can now rsync from rsync://msync.centos.org/CentOS/ for the main architecture content. The AltArch rsync source would be different and should be synced to a different directory, as I described earlier.

Each successful connection to a msync node also outputs the header with hostname (we have ~80 machines worldwide behind the msync.centos.org fqdn). But in this case, you don't even reach, so what I'd do is : - dig lookup to see which one you'd try to connect to - rsync with some verbose/debug - verify your outgoing firewall rules
