Unfortunately the CentOS Project does not currently provide such a mechanism for updating the mirrors, so you will need to run rsync periodically to pull any new content.
I have rsynced from a tier 1 mirror - was rsyncing from a geographically closed mirror that was very out-of-date (kambing.ui.ac.id).
The broken URLs should be fixed now. I sync 4x daily.

Thanks : it has been added to the mirrors DB and will normally be listed as a public mirror (and on http://mirror-status.centos.org / http://centos.org/download/mirrors/ ) in the following minutes/hours. Your IP has been whitelisted (check that it's working in the following hour)
As said by Anssi, we don't "push" to external mirrors, so you have to pull from us. But I see that you'll do that 4 times/day

My mirror has moved IP to 210.23.25.77, please update ACLs etc. as necessary. DNS has been updated and once your network’s TTL expires you will see it.
Bandwidth has changed as well, Bandwidth: 10000Mbps

This is the IP that does rsync pulls for mirror.0x.sg (which is now available via IPv6 IP 2406:f000:30f0::200, this is not used for pulls).
