Yes, when that mirror will be "current" and not "behind" (his current state in the mirror DB). You can see on the mirror-status page that mirror is actually 1.8 day behind. Verify/fix your rsync job and the mirror will automagically appear on the centos.org/download/mirrors page when it will be up2date.
