It's true that it will be tied to Koji, but not something that "blocks" SIG packagers from moving forward. Some VMs were provisioned for the IPA/FAS tests, but in parallel so while we can give a quick status about it, it's not "mandatory" and it's probably best to focus on the real issues to solve within the Git - -> Koji links, and build/target names.
