  We don't allow downloading directly from koji (its a DOS concern).  You can
  find the telnet version you're looking for on a mirror though, for example:

  https://repo.ialab.dsu.edu/centos/8-stream/AppStream/x86_64/os/Packages/telnet-0.17-75.el8.x86_64.rpm

  It's been there since December 2nd.

and I was able to confirm that telnet-server-0.17-75.el8.x86_64.rpm solves the problem
using my environment.
