That's certainly not universal. People *do* use the cloud images for deployment to on-prem virtualization setups. They're generally faster to deploy than full Anaconda installs. Also, in oVirt/RHV, the preconfigured images (the ovirt-image-repository Glance provider) are based on the generic cloud images produced by Fedora and CentOS.
