This is how we fixed it for advanced virtualization:
https://git.centos.org/fork/sbonazzo/rpms/centos-release-advanced-virtualization/c/ea42247c32052fd281abfa7ff7600f8275271e3b
but if you are building that package for stream only, you can just change
$releasever with $stream and you're done.
