The software will display the base language (English) article and a message, "*Currently, there is no translation available for this page, the English page is shown instead!*" If the reader has some ability to read the English language page, something the Internet usually forces one to learn, s/he knows they don't have an alternative and can proceed as they are able. Who knows, it may also encourage them to write a translation! If the translation is connected off the end of the English page, where does a speaker of another language look to find a more readable page. Should, for example, a Brazilian look for a translation, in the /pt-br/ tree, in the /pt/ tree, under BaseName/Brazil, BaseName/Portguese, BaseName/Brasil, or ...?
