Efectivamente: RTFM. Si la gente de ISC así lo ha hecho, será por algo.
Seguramente porqué era una opción que no se usaba prácticamente nunca.
Si lo requieres de manera imperativa siempre podrías agenciarte una
versión anterior a la 3 y hacerlo.

Exacto. Sería más trabajo y, además, tendrías el mismo comportamiento
cuando un cliente "nuevo" con MAC previamente no-registrada se añadiera
a la red.
