[CentOS-mirror] CentOS-4 to the mirrors

Hello Johnny,

The mirrors are not synching instantly and 4.4 is already accessible
to the public before it's completely mirrored.
Please consider using redhat's bit flip method when files are first synched
with non-readable permissions and then, when most mirrors are ready,
the right permissions are carried over to the mirrors.
