[CentOS-mirror] big_bw: Bandwidth Reporting Script

Hello, 

I don't intend to be misunderstood, but here goes my personal opinion about this mirror & bandwidth stuff. 

I vote for more bandwidth; 

I vote for 1 Gige and 10 Gige mirrors; 

I vote for a decent CentOS mirror tier system to be implemented, where you have several layers for mirrors, where you have the decent ones on tier1, the acceptable ones on tier2 and the others on tier3 ; 

I vote for better CentOS mirroring documentation (ex: DVD, etc); 

These methods to cap bandwidth on official mirrors should be only used where really needed (ex: 3rd world countries where connectivity is _really_ expensive) *, but even there, there are other methods to be considered first, aiming to keep those country users always happy. 

* - and not on pseudo hosters, that are limited to nn GB's of monthly traffic, or hosting the mirror on someone elses infrastructure without proper authorization.

I vote for Gilbert’s version of this script!! His version is much, much faster in execution as everything is done in memory.
