[CentOS-mirror] Does msync-dvd need special autorization?

Hi,

    I'm trying to setup a new DVD mirror, but no matter whether I use 
msync.centos.org or msync-dvd.centos.org, the DVD images do not come 
along.  Do I need some special authorization?

    I did a full start-up refresh from a public mirror, but I'd like to 
know what is the official procedure to get a primary access to a DVD 
rsync distribution site.
