It is a good idea to do your initial sync off a mirror other than the
master first, so as not to burden the rsync master with the huge initial
sync of largely static files that a closer mirror could serve.

Refer to the note at https://wiki.centos.org/HowTos/CreatePublicMirrors -
“So for your first synchronization, you should use one of the external
mirrors providing rsync access. You can find that list here:
http://centos.org/download/mirrors/”
