[CentOS-mirror] Re-add fastserv ashburn mirror

OK, thanks. But there are still some oddities:

$ curl http://mirror.ash.fastserv.com/centos/TIME
curl: (52) Empty reply from server

IPv4 and IPv6 are the same.
