[CentOS-mirror] Re-add fastserv ashburn mirror

Annsi,

Thanks for the info.   I've updated DNS and manually synced with our 
other mirror for now.   Also, please note the correct URL (no /pub/ as I 
previously mentioned):

http://mirror.ash.fastserv.com/centos/
