[CentOS-mirror] Liquid Telecom and ZOL mirror changes

Thanks, these changes have now been made. In particular, it was nice to 
get a new AltArch mirror in Africa, and from a different region than the 
one we already had in South Africa.

As for FTP, it is indeed on its way out, but there is still a place in 
the mirror database for FTP URLs. mirrorlist.centos.org will not serve 
FTP URLs if the mirror has an HTTP URL, so you will most probably not 
see much FTP traffic.
