[CentOS] Problem with VSFTPD on I/F aliased IP

I am trying to get VSFTPD to listen on a particular IP. The 
ifconfig output for the host is:

I can start vsftpd with the default vsftpd.conf.  However, if I add 
just one line: 

listen_address=aaa.bbb.ccc.184

Then I get this behaviour.

/var/log/messages:
Apr 26 09:18:19 inet06 vsftpd: vsftpd vsftpd succeeded

but
# service vsftpd status
vsftpd dead but subsys locked

There are no further log messages and I cannot see where else to 
look for clues as to what is going on.  Can anyone help.  I get the 
digest version of this list so replies to both the list and 
directly to myself are greatly appreciated.
