Page 31 (and countless other parts of the manual):  

  "Implementations can support fewer than 52 physical-address
   bits.  The first implementation of the x86-64 architecture, for
   example, supports 40-bit physical addressing in both long mode
   and legacy mode."

It is mathematically impossible for someone who makes more than you
to be anything but richer than you.  Any tax rate that penalizes them
