Oh, just one thing. I don't have Fedora here to test, otherwise
I would check myself.

Are you sure it is starting xdm at runlevel 3 ? I noticed several
distros are not definining the runlevel as a kernel paramter on
grub/lilo, which will bypass the one defined on inittab.
