[CentOS] vsftpd failing since upgrade to 4.2

Looks to me that the permissions are not set up to allow access directly 
to the file.

as user root, can you edit said file ?I'm wondering if you may need to 
change permissions to the file.

Here's my set up:
-rw-------  1 root root 4144 Aug 21 19:39 /etc/vsftpd/vsftpd.conf
