As a general rules, you should always use mock to build packages to prevent 'extra rpms' from being in the build root that can change the things a package is linked against. Having to many packages installed can add in features, cause compiles to fail, etc. Mock adds only a minimal buildroot with only packages called out in the SRPM for building added to that minimal buildroot. I just built the latest atlas in mock on c7/x86_64. I used only the current os/ and updates/ from mirror.centos.org .. it built fine. Here is all the build information on the latest atlas in CentOS 7: http://buildlogs.centos.org/c7.1511.00/atlas/20151120044325/3.10.1-10.el7.x86_64/ That includes the root.log (all packages in the buildroot) and the build.log (output of rpmbuild in mock).
