The default config provided in the src.rpm is the one that comes in the src.rpm from Red Hat. I don't know the method they use to generate it. It is, as you have found, very different from the defconfig results.

I need to take a look at this once the initial build is done and pushed to see how to adapt the previous method to the new packaging. I wanted to get things out the door on 4.11 first, but this does require some thought/discussion.
