So did it ever work? That would be the other question to look at since everything else 'newish' seems to be broken. It could be a fundamental limitation of having a USB ethernet doing heavy lifting or some similar issue.
Yes, it had ! I remember last year, we encountered an issue with Ethernet drivers on RPI 3B+ only. Anyway, as a result, we had to move all our SCP/SSH/SFTP transfers to NFS.
OK. Stop playing with this for today. Some other important points to handle...
