[Centos-automotive-sig] Changing commit access for the Automotive SIG

Hi folks - we are paring down the number of inactive accounts who have commit access to the SIG repos. If you haven't committed, sent email, or otherwise interacted with the SIG in the past 3 months, we will be decommissioning your permission. If you feel this is in error, please get in touch and we can fix it.
