[Centos-automotive-sig] Request: kernel-ivos-qualcomm dist-git repository

Please create a dist-git repo for kernel-ivos-qualcomm at https://gitlab.com/CentOS/automotive/rpms/kernel-ivos-qualcomm

This repo will be used in the same way that we use https://gitlab.com/CentOS/automotive/rpms/kernel-automotive today.

For AutoSD builds we will push to the c10s-sig-automotive-main branch. (We do not need a c9s branch.)
