Richard, FWIW, we use the "https://dl.fedoraproject.org/pub/epel/7/aarch64/" version on our production CentOS aarch64 systems. That said, I've cherry picked a few RPMs from the https://buildlogs.centos.org/c7-epel.a64/ repo in the past. Which is to say, I have also not found an "official CentOS" EPEL.
