The Hyperscale SIG is currently doing this (for c8s, c9s is still a
WIP) using livecd-creator, but we
need https://pagure.io/centos-infra/issue/388 sorted out before we can
build on the CBS infrastructure, so for the time being we're doing this
outside of the standard CentOS infra. We also looked at using Kiwi, but
that needs https://pagure.io/centos-infra/issue/696

work we've already done here could be shared.
