sigh. that broke between 17.2.3 and 17.2.4, almost a year ago, and
nobody has noticed.

(I'm not sure what to make of that. It kinda suggests — to me — that
nobody, or very few people, are using storage sig packages.)

Packages with correct epoch are building now.
