Boa Noite Rodrigo,

vc poderia usar no apache o mod_userdir (
http://httpd.apache.org/docs/2.1/mod/mod_userdir.html) . usar um cliente de
ftp web como net2ftp ( http://www.net2ftp.com ) . e para gerar o html da
página inicial e apagar os diretórios, vc poderia fazer via script. se usar
uma autenticação central (LDAP ou AD) fica ainda mais fácil.
