As a rule, all the src.rpm should be in http://vault.centos.org/ so you could look for it also in https://buildlogs.centos.org/

The latest kernel for aarch64 is here https://buildlogs.centos.org/c7.1804.u.aarch64/kernel-alt/20180927143203/4.1...
