The previous patches included in the 4.5 kernel have been dropped as the majority either are now included or no longer apply cleanly. Please take a look at configs listed and submit patches for things you'd like to see enabled. This 4.11 base will be coming out shortly as part of the 7.4.1708 build.
If I may be so bold to ask, why the seeming preference for non-LT kernels over LT kernels? Why 4.5 rather than 4.4? Why not 4.9? Why 4.11 rather than the already available 4.13 which I believe is the next LT release? It seems like a lot of necessity for extra work for no benefit and potentially considerable detriment.

I don't know. These are the kernels RH has chosen for their arm64 platform, I'm matching their decisions and adding enhancements as I can.

I guess that the goal was 'the latest' kernel available before RHEL 7.x freeze date. That's why not LTS kernels.
AArch64 is still fast moving ground where you may prefer to use latest available (at time of release freeze) kernel instead of staying on LTS one + bunch of backports.

With CentOS 7.2 and 7.3 we chose to use config-centos-sig to add additional kernel configurations. This was to avoid changes to Redhat-provided configuration files.
With this new kernel version, a single big configuration file, kernel-alt-4.11.0-aarch64.config, is now used to build and there is no mechanism to merge in new configurations during build time.
What's your thought about this?

I download the linux-4.11.0-22.el7a and run "make ARCH=arm64 defconfig" to get the .config , but the .config is very different from SOURCES/kernel-alt-4.11.0-aarch64.config How did the original kernel-alt-4.11.0-aarch64.config come from step by step?

The default config provided in the src.rpm is the one that comes in the src.rpm from Red Hat. I don't know the method they use to generate it. It is, as you have found, very different from the defconfig results.
