This arch was dropped in the more recent Fedora ARM builds. Is there any chance that CentOS will bring this back for it's ARM builds?

Anything is possible ... if people want to try to make it work. We will publish mock configs, etc.
But, the chances of it compiling correctly will be greatly reduced if it is not being done upstream in Fedora. The gcc may or may not have patches required to compile with the required options, etc.

At the moment, the target is armv7; but as Johnny said, if people want to come onboard and help with the armv5tel, we will do whatever is needed to facilitate it.

I figured armv7 would be the primary target. armv5tel was working as recently as F18. RedSleeve (based on RHEL/CentOS 6) was built solely for armv5tel. So I wouldn't think that it'd be too difficult to get this done....hopefully.
I'd be interested in lending a hand.
