For CentOS 7 I've found http://mirror.centos.org/centos/7/os/x86_64/EULA but I don't see anything similar under http://mirror.centos.org/centos/8/. Based on

it seems like CentOS 8 uses the same wording but having stable URL to reference would be nice.

Great suggestion! I'll get to work on adding the EULA and a copy of the GPL to the mirrors. Those will be sourced from here:
https://git.centos.org/rpms/centos-release/blob/c8/f/SOURCES
and placed somewhere in the BaseOS/AppStream/Powertools directories. Once this is finished, I'll report back with final URLs.
