As far as I can see they are missing both in the normal mirrors as in the vault.
Those were not released as RHEL source code for RHEL-7 .. we do have them on buildlogs in the c7-extras for building:

Most of those are also in EPEL, so I don't want to release it as well. I could release them, but really don't want to then maintain them when EPEL does updates, etc. or we end up with different versions.
OK, I always assumed that the extras repository was explicitly for tracking items that were needed to build CentOS, but that were not in RHEL. I think many of the other items in there also qualify for that. Apparently I assumed wrong.
