Seems they are still not up:
No package kernel-debuginfo-3.10.0-514.2.2.el7.x86_64 available.
No package kernel-debuginfo-common-x86_64-3.10.0-514.2.2.el7.x86_64 available.
They were pushed today .. but they are always available on buildlogs and are there from the moment we build the kernel .. in this case:
