The problem is: modularity gives us a shared technology between Fedora and RHEL 8 (and CentOS 8) where we can provide alternate versions in a clean way. In EPEL 7 and before, we didn't have that, so the policy forbids updating RHEL packages.
You could do it with a Copr repo, though
