Afaik RHEL9 sources will still be pushed to git.centos.org. At least the RHEL 9 beta sources have already been pushed there.
Yes, and that's not going to change (afaik, and as announced by Red Hat when the stream plan was launched and still listed on https://centos.org/distro-faq/#q3-will-the-source-code-for-red-hat-enterpris...)
